The applicant and property owner, Masonic Homes of California, is proposing General Plan and Zoning amendments to facilitate future development of a mixed-use project on a ±67 acre site located on the northeast side of Mission Boulevard, between May Road and O’Connell Lane. The proposed development includes a combination of land uses including multi-family residential, commercial, civic facility, agriculture, open space and possibly private institutional uses. The proposed project is located within the boundary of the Union City Hillside Area Plan, which is part of the General Plan.  The Hillside Area Plan was required by Measure B, an initiative approved by Union City residents in 1986.  Subsequently, Union City residents passed Measure II in 1996, which required a vote of the people to amend the

Hillside Area Plan.   As such, approval of the proposed General Plan and Zoning amendments as well as future development of the project site are contingent upon successful removal of the project area from the boundary of the Hillside Area Plan.   It is anticipated that an initiative to remove the project site from the Hillside Area Plan boundary will be considered in the November 2010 election. 

An Environmental Impact Report is currently being prepared for the project.  After this document is completed, the City Council will make a determination on the proposed General Plan and Zoning amendments.  It is anticipated that this will occur in early summer 2010 with the ultimate decision on the project being made by the residents of Union City in November 2010.   If you would like to receive future public notices for the project, please contact Nancy Hutar at (510) 675-5318 or e-mail mhflatlands@unioncity.org and provide your contact information.
